In a landmark move to boost business efficiency and investment appeal, the Dubai Free Zones Council has officially launched the “One Freezone Passport” — a unified licensing system that enables companies to operate across all participating free zones under a single commercial licence.
The initiative was approved by His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai and Chairman of the Council, and reflects Dubai’s ongoing push to streamline business regulations and enhance its competitiveness as a global commercial hub.
A Unified Framework for Cross-Zone Operations
With more than 30 active free zones across Dubai — each historically requiring separate legal entities, capital structures, and facility leases — the new passport simplifies operations for businesses looking to expand between zones. Under the new framework, a company licensed in one zone can now conduct commercial activities in any other participating zone without needing to establish a separate branch or subsidiary.

The system is fully digitized. A single-window online platform has been introduced to manage all applications, fee payments, and issuance of electronic licences, with a processing time of five working days.
Cross-Zone Integration Backed by Major Free Zone Authorities
All major free zone jurisdictions — including Dubai Multi Commodities Centre (DMCC), Jebel Ali Free Zone (JAFZA), Dubai Silicon Oasis (DSO), and Dubai International Financial Centre (DIFC) — have agreed to adopt unified compliance protocols and due diligence standards. This harmonisation ensures consistency across zones and reduces the administrative burden on companies with operations in multiple jurisdictions.
Participating companies will be required to renew their passport annually with their licensing free zone, which will act as the coordinating authority and maintain data integration with other zones and relevant federal registries through API-driven platforms.
Strategic Alignment with Dubai Economic Agenda D33
The launch of the “One Freezone Passport” is directly aligned with the goals of the Dubai Economic Agenda D33, which aims to double the emirate’s GDP by 2033 and attract new investment in high-growth sectors including logistics, advanced manufacturing, and technology.
Authorities reported that over 500 companies participated in the pilot phase of the programme earlier this year, with strong demand from multinational corporations and regional headquarters seeking operational flexibility.
Formal applications for the One Freezone Passport opened on 1 August 2025, and are expected to accelerate Dubai’s appeal as a unified business ecosystem, offering seamless expansion potential across multiple sectors and jurisdictions — all under one license.
