A plane with 61 people aboard coming from Dubai crashed early Saturday while landing in the southern Russian city of Rostov-on-Don, the Russian Emergencies Ministry said.

A ministry statement identified the plane as a Boeing 737-800 that was arriving from Dubai. Officials said the plane was carrying 55 passengers and six crew members, and all on board were thought to have died.

The Russian state news agency Tass reported that the Investigative Committee, the country’s top investigative agency, said preliminary information indicated that the plane was landing when it hit the ground and broke into pieces at the airport about 600 miles south of Moscow.

There was no immediate information on the cause of the crash, although some news reports suggested that weather could have been a factor. It was raining and there were winds of about 25 miles an hour at the time of the crash.

On Oct. 31, a Russian airliner blew up in the air over the Sinai Peninsula in Egypt, killing all 224 people aboard. Investigators determined that it was destroyed by a bomb on board.
