Rate of case adjudication in Dubai Courts reaches up to 99%

IMG_6284 The Dubai Courts has made significant achievements during the past fiscal year, especially in the area of the adjudication rate of cases filed and pending with the Courts. The rate of adjudication for criminal cases reached 99%, while the adjudication rates for public and civil cases were 96% and 91% respectively.

The Annual Report of the Dubai Courts 2012 was launched along with the Annual Report of the DIFC Courts during a press conference, held in the presence of H.E. Dr. Ahmed Saeed Bin Hazeem, Director General of Dubai Courts and Michael Hwang, Chief Justice of DIFC Courts.

The report showed a decline of 5% in the number of civil cases recorded in 2012. 52,829 cases were recorded in 2012, compared with 55,311 cases in 2011.

The report also divulged that the achievements of the Dubai Courts have contributed to enhancing the competitiveness of the United Arab Emirates. The country has progressed 50 ranks in international terms with regard to resolving insolvency cases, and 30 ranks in contract enforceability.

Dr. Ahmed Saeed Bin Hazeem stated that Dubai Courts is focused on leadership in its work, and that this was clearly evident in the achievements of the Courts over the past year. The adjudication rate of pending cases filed before the various judicial bodies in Dubai Courts ranged from 91% and 99%.

Dr. Ahmed also pointed out that the rate of achievement with regard to case adjudication was accompanied by a distinction in achieving justice within the society through precision and speed in settlement, adjudication of claims and execution of judgements. In addition, the Dubai Courts offers a variety of services to all clients and litigants with the Courts, based on the foundations of security and justice.

Dr. Ahmed added that the Annual Report of the Dubai Courts documents all events and activities witnessed by the Courts over the past year, and therefore it is an achievement record for the Dubai Courts for 2012 that provides interested specialists, decision-makers and researchers with documented information.

The Director General of Dubai Courts further added that the Annual Report reflects the commitment of the departments of Dubai Courts to the pursuit of excellence, and their on-going quest to improve its organisational performance. This is intended to ensure that Dubai Courts becomes a global model, based on an advanced administrative system that copes with international changes.

“Throughout this report, the Dubai Courts was keen to assess the development that has been achieved with regard to the mechanism of continuous development followed by the judicial system in Dubai. The Courts also assessed the level of success of projects, initiatives included in the operational plan framework, and the extent of achievement with regard to these initiatives, to strategic goals, and gap identification, if any. The Courts worked as well on rectifying any issues preventing progress toward the main purpose of the Courts, which is achieving leadership in the Courts’ business,” Dr. Ahmed Saeed Bin Hazeem concluded.

According to Mark Beer, Registrar of the DIFC Courts, “The features of the world of trade differentiate day after day in terms of dispute resolution. The most important features of trade are centralised in Europe, the United States, the Asia-Pacific region and the Middle East.”

He said, “The DIFC Courts continues its growth steadily to be the perfect choice for those looking for an English-speaking international tribunal to resolve conflicts in the region. We are fully committed to meeting our role and the responsibilities imposed on us.”

The report shed light on the developments and transformations in Dubai Courts during 2012, including activities, events, official meetings of senior management, most prominent participations in local and international conferences and forums, as well as the future trends of the Courts, the Dubai Courts Strategic Plan 2012-2015, and the projects and initiatives executed to achieve the strategic goals.

The report included information on initiatives and programmes carried out to enhance the confidence of clients and stakeholders in the judicial system, as well as other initiatives carried out to enhance internal performance efficiency, and to attract and develop motivated human resources with a high level of efficiency.

The report addressed several topics, namely the commencement of works in the Family Court Building Project in Al-Garhoud, which is intended to be completed by the end of 2013, the promotion of the eTransformation of the Dubai Courts, particularly in the area of remote case and application registration, as well as the expansion of online auctions for vehicles, chattels and real estate through a private company. This has brought about a qualitative leap in terms of the use of all means of modern technology.

In its Chapter One, the Annual Report of the Dubai Courts 2012 contains highlights on the judicial and administrative organisational structures, along with a detailed explanation. In addition, there are also other overviews on the Judicial Council in Dubai, the Dubai Courts’ Leading Team, the Strategic Changing Team in the judicial sector at the Dubai Courts, and the projects and initiatives executed to achieve the strategic goals.
